How to flatten a filled-in PDF form on a Mac
To flatten a PDF form on a Mac for free, open it in Preview, choose File > Print, then Save as PDF: the answers become part of the page and the fields disappear. Exporting does not flatten. For better results, use a PDF editor’s flatten command, such as PDF Expert’s “Save as flatten”, or a local app that flattens several forms at once.

Steps

Open the form in Preview
Fill it in and save your changes to the original file.

Choose File > Print
In the print dialog, open the PDF menu at the bottom left.

Save as PDF
Give the copy a new name, such as “form (flattened).pdf”.

Check the copy
Open the new file and confirm every answer is visible and nothing can be typed into.
What flattening does
A fillable PDF stores your answers in form fields that sit on top of the page. Flattening draws those answers into the page itself and removes the fields. Readdle’s PDF Expert help centre puts it simply: flattening “makes all the active elements of the file become no longer available for a change.”
People flatten forms before sending them so recipients see the same answers in every viewer and cannot retype them: a lawyer sending a client completed forms to review, for example. It also avoids a known problem where forms filled in Preview appear blank in some versions of Adobe Acrobat.
Option 1: Preview, File > Print > Save as PDF
Preview has no flatten command. Printing to PDF produces a new file with the answers drawn in, which is why it is the most common free answer on Apple Support Communities. File > Export keeps the fields editable, so it does not flatten.
Check the printed copy carefully. Print output can change page size and margins, and it does not help with XFA forms, which Preview cannot display in the first place.
Option 2: a PDF editor
Adobe Acrobat Pro users flatten form fields with a Preflight fix-up in its Print Production tools, PDF Expert has a “Save as flatten” option, and Wondershare PDFelement has a flatten command. These keep text sharp and give you more control than printing.
They cost money. When we checked, Adobe’s pricing page listed Acrobat Pro at $19.99 a month on an annual plan, PDF Expert’s listed CA$102.99 a year or CA$199.99 once for Mac, and Wondershare’s store listed PDFelement for Mac at $79.99 a year or $129.99 perpetual.
Option 3: an online flatten tool
Smallpdf, Sejda and PDF24 flatten forms in the browser. They upload your file to their servers to do it; Sejda says files are deleted after two hours. That is fine for a public form, and a poor fit for immigration, tax, medical or client forms full of personal details.
Which option to choose
One ordinary form, no sensitive details: Preview’s print to PDF. Regular PDF work beyond forms: a PDF editor you will use for everything else. A batch of client forms, or forms Preview cannot open: a local tool that flattens several files at once without uploading them.

Frequently asked questions
Does File > Export in Preview flatten a form?
No. Export saves a copy that keeps the form fields editable. Use File > Print, then Save as PDF, to draw the answers into the page.
Can a flattened PDF be edited?
Its form fields cannot be retyped, but flattening is not password protection. Anyone with a full PDF editor can still change page content, as with any PDF.
Should I flatten an IRCC form?
Not the file you submit. IRCC requires its barcode forms validated in Adobe Reader and uploaded or printed as-is. A flattened copy is fine for reading or records.
