Can you submit a flattened or printed-to-PDF IRCC form?
Not for IRCC forms with a Validate button. IRCC says you must always click Validate on 2D barcode forms, whether you apply online or by mail. Online, it says “Do not print the 2D barcode form” and to upload the validated form; on paper, print it including the barcodes. A flattened copy has no working barcodes, so keep it for records only.

What IRCC requires
From IRCC’s help centre: “Some of our forms have a Validate button at the top and bottom. We call these forms ‘2D barcode forms.’” and “You must always click the Validate button on 2D barcode forms, whether you submit your application online or by mail.”
For online applications: “Do not print the 2D barcode form,” “Save the form on your computer,” and “Upload the form to your account.” For paper applications: “Print the application form, including the barcodes on the last page,” and “The barcodes must be clear.”
Why a flattened copy does not qualify
Flattening, printing to PDF or converting the form draws its current appearance into a static page. The form’s validation, its generated barcodes and its signature features no longer work, and IRCC’s instructions describe submitting the validated form itself.
IRCC also notes that old copies of a form can lose saving, signing and barcode features when its certificate changes, so download a fresh form rather than reusing an old one.
What a flattened copy is good for
A static copy is useful after the form is done: sending the client a readable copy to confirm answers, keeping the file record, or reading the form on a device without Adobe Reader.

IRCC’s help centre lists fixes including enabling JavaScript and, for Mac users, an older Reader version. If it still fails, contact IRCC about the technical issue.
Can I sign a flattened copy instead?
Follow IRCC’s instructions for your application type; for online 2D barcode forms, IRCC describes an electronic signature step after upload.
